Japan JATE certification
1. Japanese JATE certification concept:
JATE (Japan Approvals Institute for Telecommunications Equipment) is the main registered certification body for technical compliance certification of Japanese telecommunications equipment. Telecommunication equipment compliance JATE certification The communication equipment connected to the telecommunications network needs to undergo technical regulatory compliance certification. JATE certification is mandatory, and the certification body is a registered certification body accredited by MIC. Japan’s Ministry of Public Administration and Internal Affairs, Post and Telecommunications (MPHPT) stipulates in the Japan Telecommunications Business Law that Japanese telecommunications equipment implement compulsory certification.
2. The importance of JATE certification:
JATE certification is the common name of the Japanese Telecommunications Law. Generally speaking, mobile phone products need to meet the testing requirements of the Japanese Telecommunications Law (commonly known as JATE certification) and Radio Law (commonly known as TELEC certification) before they can be legally listed.
3. Certification standards
The certification standards are determined by JATE based on MIC requirements and the technical requirements of operators authorized by MIC and with reference to the Telecommunications Business Law.
4. JATE certified products:
Ordinary telephone equipment, public network telecommunication equipment.
Special reminder: When doing Telec/MIC certification, if the transmission power of low-output wireless phones, wireless microphones, emergency alarm transmitters, FM transmitters, etc. on the market is less than the limit in the figure below, this function does not need to be certified .

Five, JATE certification type (two types)
1) Technical Conditions Compliance Certification
Technical condition conformity certification includes type approval and stand-alone certification. The technical condition compliance certification ensures that telephone network equipment, wireless calling equipment, ISDN equipment, leased line equipment, etc. can meet the technical requirements (terminal equipment related regulations) formulated by MPHPT.
2) Technical Requirements Compliance Certification
Technical requirements compliance certification includes type approval and stand-alone certification. Technical requirements compliance certification ensures that wireless calling equipment, leased line equipment and other telecommunication equipment can meet certain technical requirements, which are formulated by telecom operators authorized by MPHPT.
The mobile phone standards currently available in Japan are: PHS, PDC, CDMA2000, and WCDMA. Among them, PHS is a technology developed locally in Japan, and China has also introduced it, which is what we know as PHS. PDC is also a technology developed locally in Japan, and currently the main application is still in Japan. CDMA2000 and WCDMA are two of the familiar 3G technologies. Since Japan does not have a GSM network, GSM mobile phones cannot be used in Japan.
The requirements for JATE certification of mobile terminals are mainly protocol testing, and the requirements are as follows:
1. Basic functions
2. Calling functions (other calling functions)
3. Transmission timing
4. Random access control
5. Time alignment control (timing adjustment control)
6. Location registration control
7. Function for complying with channel switching indication
8. Functions for receiving level reports
9. Functions to comply with the direction to stop transmission
10. Function automatically to suspend transmission when the receiving level has become degraded
11. Function automatically to suspend transmission
12. Function to ensure important communication
6. JATE certification mark requirements:
The diameter of the Jate size should be 5 mm or more (for radio equipment with a volume of 100 cm3 or less, the diameter should be 3 mm or more).
The number after T and R in the certification mark is the certificate number on the certificate after the certification is completed. "R" is the certificate number of TELEC certification, and "T" is the certificate number of JATE certification.
Seven, JATE certification notes:
1) The product must first obtain QDL/EPL certification;
2) The original document must be sent to JATE Japan;
3) The number of samples varies according to different types of products;
4) For ordinary telephone devices, as long as the Japanese JATE certification is required in accordance with the Telecommunications Business Law.
